Close to 100 birds seized in filthy conditions, owner arrested


WAWARSING – The Ulster County SPCA Friday arrested a Wawarsing man and charged him with 83 counts of failure to provide proper food and drink to an impounded animal. They also confiscated close to 100 birds from a residence and arrested Victor Caniglia, 50, of 18 Foordmore Road. Five rabbits were also recovered.

The birds, which included budgies and macaws, a cardinal and other exotic birds that could not be identified, were taken from a 10 foot by 10 foot outdoor shed on Friday. Cases were stacked three and four high in the shed.

SPCA Executive Director Brian Shapiro said the conditions in which the animals lived were “absolutely filthy.” He said there was a two inch layer of feces and bird food all over everything.
