Mar 22, 2011 - Judge limits animal keeper to three dogs

Charlotte Spadaro, a former Beverly Hills mayor who describes herself as an animal activist, will be limited to having three dogs as part of her probation in an animal cruelty case.
San Bernardino County Superior Court Judge Ingrid A. Uhler today sentenced Spadaro, 69, for one misdemeanor count of animal cruelty, stemming from an animal rescue she ran in 2005 in Rialto. Authorities said at the time that the facility was unsanitary and filthy with animal waste.
Spadaro was sentenced to three years' probation and 250 hours of community service, and she must pay $180 in fines and remove all animals from her care, though she can keep three dogs if they are vaccinated, licensed and spayed or neutered, said San Bernardino County Deputy District Attorney Jim McGee.
She will also be evaluated for animal hoarding and potentially get counseling. She has said she takes in animals to prevent them from being euthanized at other shelters, and she disputes that she ever mistreated an animal.

Aug 12, 2010: Former Beverly Hills Mayor Faces Dog Licensing Charges

Former Beverly Hills Mayor Charlotte Spadaro testified Wednesday that many of the 200 unlicensed dogs found on property she leased in Riverside were not hers, according to wire reports.
Spadaro, 69, served as Beverly Hills mayor from 1986 to '87 during a four-year term on the City Council. She has been charged with 30 violations of Riverside's municipal code, which requires dogs more than 4 months old to be licensed and have rabies vaccinations.
Riverside County Animal Services officers seized the dogs, which allegedly did not have their tags, during a Feb. 10, 2009, inspection of a property Spadaro leased at 5930 Jasmine St. In court, Spadaro claimed that many of the dogs found at the property belonged to other people and were being boarded until other arrangements could be made.
During questioning at her non-jury trial, Spadaro acknowledged that her kennel license application to the Riverside County Department of Animal Services—with which Riverside contracts—was denied before the raid..." More
May 21, 2010: Arrest warrant issued for animal activist
A judge on Friday issued an arrest warrant for animal activist Charlotte Spadaro after she failed to appear for her trial on charges that she kept 242 dogs at a Riverside kennel without licenses or proof of vaccination.
Richard McDonald, who identified himself as a friend of Spadaro, told a bailiff that she was in a hospital.
The case involves a kennel from which Spadaro and her dogs were evicted last year. Judge Michele D. Levine said Friday that the trial already has been postponed several times at Spadaro's request, and since she is acting as her own attorney the court can't proceed without her.
Levine set bail at $10,000 and said the warrant will take effect if Spadaro doesn't attend a hearing on Wednesday. Spadaro, a former Beverly Hills mayor, has said she rescues animals that would be killed at other shelters. She has maintained that the Riverside dogs were vaccinated and that officials told her not to worry about licensing.

Apr 24, 2010: 29 Neglected Animals Seized from Former Mayor's Property
Officers seized 29 neglected animals from the property of former Beverly Hills mayor and self-proclaimed animal rescuer Charlotte Spadaro, authorities said. One dog was found dead.
Riverside County Department of Animal Services personnel seized 24 dogs, a cat and her four kittens on a property in the 3000 block of Myers Street, near Van Buren Boulevard, just south of the Riverside (91) Freeway Friday, according to county officials.
Several puppies were found malnourished and plagued with mange, according to John Welsh of the Animal Services Department. Several rusted, filthy cages covered in feces were discovered on the property by officers, along with piles of rotten food and trash.
A deceased dog was discovered in a trailer on the property, where 15 other dogs, mainly puppies, had been housed. The stench of the trailer was overwhelming, according to lead investigator Captain Tammie Belmonte.

Oct 19, 2009: Keeper of more than 160 dogs files restraining order against county
She's gone to great lengths to continue her cause, moving from city to city and across county lines, sometimes facing criminal charges and police raids along the way.
This year, she took it a step further and filed restraining orders against San Bernardino County and a kennel owner, claiming she was being harassed for keeping more than 160 dogs on the site of a troubled animal boarding facility in San Bernardino.
But San Bernardino County Superior Court Judge Christopher Warner lifted those orders Monday, saying Spadaro can't operate the Sixth Street kennel without a license.
"She has failed to demonstrate that she has the ability to operate an unlicensed kennel," Warner said.
Spadaro, who has been charged with animal cruelty regarding a kennel she operated in Rialto, is still wrangling with the courts over that case. And San Bernardino County Animal Control officials say they plan to recommend criminal charges be filed against Spadaro regarding five dead dogs found at the kennel she operated on Sixth Street, the former site of West Paw, Inc.
Spadaro expressed disappointment in the judge's decision Monday.
"What is at risk here is the lives of 160 animals, and if the courts pull the restraining orders, those animals will be dead in three to four days," Spadaro said.
County animal control officials say that's not true, and that they will continue monitoring the care of the dogs, but won't seize them unless they are in imminent danger.
Animal control employees have been inspecting Spadaro's property and her dogs several times a week. Her dogs have been on the site since April.
But because of the restraining order, county workers have been unable to take any of her animals unless they find an obvious health and safety code violation, such as a dying or dead dogs.
"It's a legal quagmire," said Brian Cronin, division chief for the San Bernardino County Animal Care and Control Division.
Five dog carcasses have been removed from the property in the past two months, Cronin said. Necropsies by the California State Veterinary Medical Laboratory revealed three of the dogs died of parvovirus and two died from fighting.
"I have no idea if it's true or not," Spadaro said Monday following the civil hearing. "I have not seen the necropsy report."
The District Attorney's Office will decide whether the deaths resulted from neglect.
Meanwhile, Angelo Rivers and Nancy Burns, the owners of West Paw, Inc., are trying to figure out how to rebuild their lives. Their property on Sixth Street is currently in foreclosure. They surrendered their license to operate a kennel in the county about two months ago. They are surviving on money made from an animal grooming business.
Rivers, a Lake Arrowhead resident, said he complained to animal control after seeing the way Spadaro's animals were being cared for on his property.
He said he saw seven dogs being kept in 5-by-7 rooms, a space he normally reserves for one dog. Rivers saw dogs with parvo, mange and other illnesses. He even saw dogs cannibalizing the dead dogs.
"She says she's trying to help these animals," he said. "She does more harm than help."..." Link

Charlotte Spadaro, the former Mayor of Beverly Hills and infamous hoarder, is missing. For those of us who awaited her arrival at Superior Court yesterday, she was a no show, she didn't sneak in. UPDATE: She did sneak in and was in court. Her attorney was not. Probably another tactic to delay, fire the attorney. She has fired several.
She's been offered a plea bargain but it was turned down. And now her "kennel" and "vet" clinic are closed and no one seems to know where she is. I understand that 80 or so dogs were left at a boarding facility and she hasn't paid for them.
Spadaro picks up strays and never looks for an owner even if it has a tag. I use the same groomer as she does and I have seen the condition of these dogs. She has brought some in with mange over and over again with my groomer telling her to take the dogs to the vet. My groomer called me one day and I went over to see the amount of hair off one dog that she had not brought in for a year. We saved it and gave it to the cruelty investigative officer.
So this post is to alert everyone to be on the lookout for Spadaro. She is in the same vein as Cindy Bemis, Kim Peck, and Cynthia Gudger, aka Anita Gilbert aka Barbara Ryan. Bemis and Gudger are in jail already, actually Gudger is in a mental institution. Kim Peck has moved but already having problems. Peck has moved onto the old grounds of Gudger.
